Mr.Penning, a Luxembourg national, is the Honorary Consul General of India to Luxembourg and a renowned lawyer specialised in national, international, corporate law, foreign investments, structuring, tax law, holding companies and off-shore business. He was sworn in 1996 at the Luxembourg Bar as "AVOCAT A LA COUR" after obtaining his Doctorate of Law. He was granted Diploma in Notary Public in 1968. He is the founder and Chairman of the "Institute of Asian Studies, Luxembourg". His awareness, enthusiasm and interests of the Indian sub-continent permits him to re-enforce closer ties between the two countries in various fields such as business, culture, etc
